Projeto que Proíbe Cobrança da Zona Azul em Áreas Residenciais é Encaminhado à Comissão de Mérito

Um projeto de lei - que visa proibir a cobrança de estacionamento rotativo da Zona Azul nas vias e áreas públicas, localizadas nas Zonas Residenciais de Búzios - teve parecer desfavorável da Comissão de Constituição e Justiça na sessão legislativa de quinta-feira(21).

Conforme o parecer, o PL 01/2020 tem vício de iniciativa. “A intenção é pertinente. Há um sentimento na cidade, que não é positivo em relação à empresa concessionária de estacionamento rotativo Summer Parking. (…) Mas infelizmente o projeto é inconstitucional. Não cabe por iniciativa desta Casa fazer esse tipo de proibição, mas deve vir pelo chefe do Poder Executivo: esse é o posicionamento da Comissão.” , justificou o vereador Josué Pereira.

O parecer da CCJ, entretanto, foi reprovado por 5 votos a 3; e o Projeto de Lei 01/2020 seguirá seu trâmite na comissão de Obras, Serviço Público, Saneamento, Meio Ambiente e Pesca.

Apesar do parecer, a vereadora autora da proposta Gladys Nunes se manteve em defesa do projeto.“Várias áreas residenciais foram pintadas pela Summer Parking. E embora as marcações das motos estejam no contrato, não foram feitas. No edital de licitação, as motos estão isentas da cobrança, desde que estejam estacionadas em áreas demarcadas pelo município.”

O PL 01/2020 também visa obrigar o município a demarcar as áreas exclusivas para estacionamento de motocicletas, ciclomotores e bicicletas.

Os vereadores que votaram contra o parecer da CCJ foram Gladys Nunes, Dida Gabarito, Miguel Pereira, Cacalho e Dom; enquanto os favoráveis ao parecer são os vereadores Josué Pereira, Valmir Nobre e Niltinho de Beloca. A presidente Joice Costa não vota, exceto em caso de empate.
